Duff Dies; Maritime Lawyer Here Nearly 50 Years i Edwin H. Duff, 89, for nearly 50 years an attorney here representing shipping before the Federal Government, died yesterday at Emergency Hospital. He had been ill for' a month. Mr. Duff was born in Washington and graduated from Georgetown University law school.

He established his law practice in 1897 and since then had represented various shipping interests, appearing before Edwin the old War Shipping Board, Maritime Commission, War Shipping Administration and Bureau. Always interested in American shipping, Mr, Duff had been connected with movements to develop an American merchant marine and belonged to the American Merchant Marine Institute, and the Lake Carriers' Association. He was a member of the Columbia Country Club. University Club and the Propeller Club. His offices were located at 1308 street N.W.

Surviving are his widow, Mrs. Elinore G. Duff, who lives at 1855 Lamont street N.W.: his mother, Mrs. Kennedy Duff, Washington; a daughter, Mrs. L.

Carrington, 49, former inspector of training, headquarters of the Anti-aircraft Command, Fort Monroe, who died yesterday at Walter Reed Hospital after an illness of several months, will be held at 2:30 p.m. tomorrow at the Fart Myer Chapel, with burial in Arlington National Cemetery. A coast artillery officer for more than 28 years, Gen. Carrington was a native of Evansville, and a graduate of the University of California. He was commissioned a second lieutenant in the Army in 1916.

Gen. Carrington had served as commandant of the Anti-aircraft Replacement Training Center, Camp Wallace, and for five years was instructor of National Guard troops in California. His last assignment as inspector of training at Fort Monroe, was terminated by illness in January, when he came to Walter Reed to undergo an operation. He had been stationed several times in Washington, once as a student at the Army War College and twice as an instructor there. He was also a graduate of the Coast Artillery School, Fort Monroe, and the Command and General Staff School, Fort Leavenworth, Kans.

He held the Legion of Merit. His widow, Mrs. Jeannie G. Carrington, who came to Washington at the time of her husband's illness, lives at 1707 Columbia road N.W. Other survivors are two sons, Cadet George B.

Carrington, who is attending the Military Academy at West Point, and William M. Carrington, Washington one daughter, Miss Virginia F. Carrington, Washington; his father, Dr. P. M.

Carrington. Los Angeles; one sister, Mrs. Estelle C. Wallace, and a brother, Walter Carrington, both of Los Angeles. William McLaughlin, FHA Employe, Buried In Mount Olivet Requiem mass for William D.

McLaughlin, 60, former vice president of the Export Steamship Corp. of New York and a Federal Housing Administration employe, who died Friday at Georgetown University Hospital, was celebrated yesterday at St. Paul's Church. The services were conducted by the Rev. Cornelius Dacey, pastor of 8t.

He was an auditor at the Federal Housing Administration from 1937 until his death.

An active Democrat, Mr. McLaughlin was a close friend of Joe Tumulty, secretary to President Wilson, and in the 1928 presidential campaign assisted him in taking charge of the speakers' bureau for the party. He married the former Mary Kane, member of an old Washington family, in April, 1902. They made their home with their daughter, Mrs. William C.

J. County, retired vice president and director of the Pennsylvania Railroad, who aided in the construction of the Union Station here, died yesterday in Bristol, it was learned today. Mr. County had retired in 1938 after 48 years with the railroad. He took a prominent part in the extension of the Pennsylvania Railroad system into New York.

Entering the service of the company in 1890 in Philadelphia, 'he was made vice president in charge of accounting in 1916 and vice president in charge of finance and corporate relations in 1929.
